Technical Adviser (Local) - Financial and Program Management
Background
Commencing in 2009, the Global Fund to Fight HIV/AIDs, Tuberculosis, and Malaria will fund Cambodia's Round 2 Rolling Continuation Channel (RCC) project for malaria. Over the six year term of the grant, the RCC project aims to strengthen and scale up the most successful malaria control activities identified during previous Global Fund rounds.
CNM has been a successful Sub-Recipient of Global Fund grants under Rounds 2, 4 and 6. With CNM being appointed as a Principal Recipient under RCC Round 2, its level of program management responsibility increases substantially. Additional staff members have been appointed to expand capacity for CNM to perform its financial and program management responsibilities at the level required of Principal Recipients. CNM also seeks to strengthen its technical skills and systems to ensure it achieves a high level of performance so that Global Fund and other donor-funded programs are effectively harmonized with all malaria control activities provided or supervised by CNM to achieve optimal impact for the people of Cambodia.
The Technical Adviser - Finance and Program Management is expected to contribute to strengthening the skills and systems in finance and program management at CNM, ensuring effective skills transfer to CNM staff and sustainability of processes implemented.
Reporting Lines
The Technical Adviser - Finance and Program Management will report directly to the CNM Director with copies of communications to the Deputy Director / PR Program Manager. The Technical Adviser will liaise on a day-to-day basis to the Chief of Finance and to the Assistant PR Manager. At times, the Technical Adviser - Finance and Program Management will also liaise with CNM Chief of Procurement and the Chief of Monitoring and Evaluation to facilitate integrated program development, management and reporting.
Main Responsibilities
The Technical Adviser - Finance and Program Management will provide expert advice and support on finance and program management in performance of Principal Recipient roles by:
- Provide support to the PR Director, PR Program Manager and other senior managers of CNM in the negotiation, and adherence to conditions of Global Fund Grant Agreements.
- Reviewing all financial management and reporting processes and procedures to ensure they comply with Global Fund timing, accuracy and adequacy requirements and contemporary accounting practice according to a work program developed in consultation with the Chief of Finance and agreed to by the PR Program Manager.
- Providing support for the development of budgets and detailed work plans for Global Fund proposals and programs and developing templates, tools and systems to ensure such processes are performed efficiently and in compliance with requirements.
- Providing support and advice to the Chief of Finance on all aspects of financial management of the Global Fund grant, including banking, fund disbursement, taxation issues, review and verification of sub-recipient reports, audit and reprogramming.
- Develop amended processes and procedures for consideration by the relevant section managers within the CNM where reviews identify scope for improvement. Following endorsement by the relevant section manager, provide training for staff to facilitate implementation and sustained improvement.
- Provide advice to the PR Program Manager and other CNM managers on the implications and impact of directions and communications from the Global Fund and the Local Fund Agent, and, where requested, draft communications from CNM to the Global Fund and the Local Fund Agent. Further, where requested, draft processes and procedures to implement any changes required as a result of Global Fund or Local Fund Agent communications.
- Provide advice to the PR Program Manager on integration and coordination of PR functions within CNM to support effective program management and reporting.
- Provide advice to the PR Program Manager on Sub-Grant Management arrangements to ensure that a high level of partner collaboration and communication is achieved regarding roles, responsibilities, mutual obligations, deadlines, deliverables, and other matters pertaining to grant implementation, and that any areas of operational or management weakness in partners are identified and addressed.
- Support effective and transparent communication with the CCM and with other Cambodian Principal Recipients through drafting appropriate reports, joint guidelines and standard procedures.
- Other duties as may be requested by the PR Director or PR Program Manager.
Qualifications and Experience
- Cambodian national.
- University degree in Finance, Accounting Economics or equivalent field, preferably at post-graduate level.
- At least 15 years experience working in finance, economics or grant management.
- Project management experience, especially with forecasting and budgeting.
- Fluent in Khmer and English and high level of verbal and written communication skills in both.
- High level of knowledge of, and preferably significant experience in Global Fund processes and systems.
- Excellent and proven leadership, facilitation, training, presentation and teamwork skills.
- Significant experience working in or consulting to the healthcare sector or significant donor funded programs.
- Proficiency working with Microsoft Excel, Microsoft Word, PowerPoint, and Outlook and familiarity with accounting software such as QuickBooks.
Reporting
The Consultant will report directly to Director of PR/CNM Office through the chief of Finance on a regular basis (Quarterly)

Local Technical Adviser of Procurement

Background
Commencing in 2009, the Global Fund to Fight HIV/AIDs, Tuberculosis, and Malaria would fund Cambodia's Round 2 Rolling Continuation Channel (RCC) project for malaria. Over the six years term of the grant, the RCC project aims to strengthen and scale up the most successful malaria control activities identified during previous Global Fund rounds. The National Centre for Parasitology, Entomology and Malaria Control (CNM) as appointed as Principal Recipient (PR/CNM) has been supported by Round 2 Rolling Continuation Channel (RCC) Project from 2009-2014.
This is a full-time position, based at the Office of the Principal Recipient (PR) for The Global Fund to Fight AIDS, TB, and Malaria (GFATM) at the National Center for Entomology, Parasitology, and Malaria Control (CNM), tasked with the oversight of all PR project procurement activities, in strict compliance with GFATM policies and requirements, and Procurement Guidelines. This position will ensure that all civil works, goods and services purchased with GFATM funds are procured in a timely fashion and that competition for contracts is fair and transparent. Under the supervision of the PR Manager, the local consultant will have the following duties:
- To be in-charge of the procurement activities carried out under all GFATM grants;
- Oversee and supervise the procurement team including division of tasks and responsibilities among the team, ensuring clear delegation of responsibilities; organize regular (weekly or bi-weekly) staff meetings and draft minutes for submission to the PR management; identify areas for improvement for individual team members;
- Ensure the quality standard of team performance and is responsible for evaluating each staff performance within the team to be presented to the PR Manager annually;
- Facilitate (lead, initiate, monitor and evaluate) the implementation of procurement plans approved by GFATM and PR in a timely manner with all implementers, including the speedy resolution of any bottlenecks.
- Communicate with donors and key stakeholders and promptly acts upon newly received information (by official letter,' fax, email or phone), either directly or by delegating it to appropriate person. She/He must ensure that there is no delay in acting, informing, responding, and replying back to the source of official queries/questions;
- Assist the PR Procurement Team in developing procurement plans, using appropriate formats required by the GF and or the MoH-PR, but this is not limited to any correspondence/requirement from the Local Fund Agent (LFA) and GF that require immediate action/response. He/She shall liaise/consult with Finance and M&E Teams for any related matter before drafting a response;
- Oversee the Sub-Recipients' (SR) assessment process in the area of procurement, following GFATM requirements and draft a report of such assessments for review by PR Management;
- Lead the Procurement Team in the introduction and management of the GFATM's Early Alert Response System (EARS) to monitor procurement plan and its execution, including monitoring visits to relevant SRs (documented by official reports);
- Review all procurement documents/issues including the proposal for budget reallocation received from SRs and advise on procurement issues;
- Ensure that PR Procurement team attends all bid openings and evaluations of the PR/SRs' as per procurement guidelines, either directly or by assigning another team member;
- Ensure Price Quality Report (PQR) is kept up to date -as discussed with NPs and SRs and obtain monthly copies of procurement documents as required by the Global Fund.
- Arrange trainings/workshops for National Program and Sub-Recipient Procurement staff in procurement issues (including Bid Evaluating Committees) as needed (especially when new employees join CNM to implement GFATM grants);
- Be responsible for obtaining semi-annual reports on procurement progress from all SRs and NPs and consolidating them in to grant-specific PR report for presentation to the PRTRP (and/or CCC) and submission to GFATM;
- Organize and facilitate regular monitoring and evaluation of procurement activities implemented by the SRs and NPs, including drafting reports of monitoring/evaluation visit for the PR Management;
- Perform any other tasks as requested by the PR Manager.
Qualifications and Experience
- Cambodian national.
- University degree in Medicine, Pharmacist, Business and Administration or equivalent field, preferably at post-graduate level.
- At least 12 years experience working in Procurement management.
- Fluent in Khmer and English and high level of verbal and written communication skills in both.
- High level of knowledge of, and preferably significant experience in Global Fund processes and systems.
- Excellent and proven leadership, facilitation, training, presentation and teamwork skills.
- Significant experience working in or consulting to the healthcare sector or significant donor funded programs.

NATIONAL BEHAVIOUR CHANGE COMMUNICATION (BCC) CONSULTANT
GLOBAL FUND SUPPORTED MALARIA PROGRAM IN CAMBODIA.

BACKGROUND
The National Center for Parasitology, Entomology and Malaria Control (CNM), has been implementing a strengthened and comprehensive malaria program since 2004 through a series of grants received from the Global Fund for HIV/AIDS, TB and Malaria (GFATM). While the GFATM Round 2 grant came to a close in December 2008, its continuation in the form of Rolling Continuation Channel Grant is scheduled to begin in May 2009 with CNM assuming the role of a Principal Recipient (PR) and two reputed NGOs Health Unlimited and Partners for Development taking on the roles of Sub-Recipients (SRs). After signing the Program Grant Agreement (PGA) for Malaria R2 RCC grant with the GFATM, the CNM-PR acts on behalf and under the general guidance of the Country Coordination Committee (CCC). CNM in its role as the PR for the Malaria R2 RCC grant is the legally accountable party for this particular grant in Cambodia. The GF grants support Cambodia's National Malaria Centre (CNM) in its endeavour to ensure more effective decentralized malaria control operations at provincial and operational district levels and bring down the malaria related morbidity and mortality in the country. Efforts are being made towards capacity building of provincial health staff to plan, implement and monitor the national malaria control program with effective and efficient deployment of human and financial resources at all levels. In its role as Principal Recipient, CNM is responsible for the financial and programmatic management of the GFATM R2 RCC grant as well as for the procurement of health and non-health products. In all areas of implementation, it provides capacity development services to sub-recipients and implementing partners including Provincial Health Directorates (PHDs). Under the R2 grant that was implemented until end of December 2008, CNM and partners developed and produced general IEC materials on prevention, mosquito net usage, and early diagnosis for all at-risk populations. Under the R4 grant which will come to a close at the end of August 2010, CNM recognized the need to produce culturally-appropriate and gender-sensitive IEC materials to target more vulnerable populations. The R6 grant which began in early 2008 built on the IEC materials produced under previous Rounds and developed more specific materials for high-risk groups (pregnant women and forest workers). The R2 RCC grant which has commenced on 1 May 2009 will consolidate IEC/BCC approaches for the general population and ethnic minorities and extending its reach to the population living between 1 and 2km from the forest. In addition to updating the IEC materials produced in previous rounds, the grant will be used to produce new comprehensive materials (including all interventions) for ethnic minority groups and the mobile population. The R9 grant which is scheduled to commence from 1 July 2010 will focus BCC/IEC strategies on containment of artemisinin resistance (especially among mobile and migrant populations) and reduction of drug pressure through the banning of the sale and use of monotherapies in the private sector. New containment-related materials will be designed to reach vulnerable groups, including women and ethnic minorities. CNM intends to recruit a national BCC consultant with funding support mobilized through the R2 RCC Grant in order to provide technical assistance, close support, mentoring and capacity building to the Health Education Unit of CNM which is charged with the overall responsibility for planning, implementing, monitoring and implementing all malaria BCC activities including those supported through the GF grants.
KEY RESPONSIBILITIES
Under the overall supervision and regular guidance of the CNM Director and in close collaboration with the Head of the Health Education Unit, CNM, the consultant will be responsible for the following tasks:
- Assist the HE unit of CNM in working with key partners and updating the Behaviour Change Communication (BCC) strategy for malaria based on the findings of quantitative surveys (for e.g. the Cambodia Malaria Surveys), formative and qualitative research, lessons learnt from the implementation of the current strategy, incorporation of newer BCC approaches that are required to facilitate the implementation of newer interventions introduced to halt the progress of artemisinin drug resistance and guide the country into pre-elimination phase as well as international best practices.
- Provide technical support for the development IEC, BCC and advocacy materials regarding containment of artemisinin resistance, and support coordination with existing NMCP activities especially those supported by the Global Fund.
- Assist CNM's HE unit in identifying key constraints and design solutions to overcome inappropriate behavior for malaria prevention and control through BCC interventions. Ensure that emphasis is placed on reaching ethnic minorities, mobile and migrant populations, forest workers and other vulnerable peoples, including children under 5 and pregnant women by the health staff at different levels while undertaking BCC activities.
- Provide technical support for consolidating the advocacy and communication materials produced in previous grants (including from Global Fund) and assist in the production and distribution of new culturally-appropriate and gender-sensitive comprehensive materials (including all interventions) for general population, ethnic minority groups and the mobile and migrant populations.
5. Follow up on the production of CNM's advocacy and communication materials (e.g., films, videos, audio-visuals, etc.), and oversee the qualitative aspects of production, (e.g., quality control, translations, reviews of layout and graphic design).
6. Facilitate the monitoring and evaluation of appropriate and timely dissemination of advocacy and communication materials to target audiences, and participate in the evaluation of their impact.
7. Assist CNM's HE unit in the maintenance of an up-to-date resource centre for IEC materials, publications, press releases and clippings, as well as photographic and audio-visual materials.
- Assist CNM's HE unit in conducting targeted behavioral research among specific target groups and preparation of comprehensive target group profiles.
- Assist CNM's HE unit in strengthening the institutional arrangements for participatory planning, management and monitoring of malaria health education activities including malaria school health education.
- Assist CNM's HE unit in the development and implementation of appropriate training packages for IEC officers, service providers and users/train trainers in BCC.
- Facilitate Training of trainers for malaria school health education and monitoring training workshops for central, provincial and district health and education officials in management and monitoring of school health activities.
- Prepare and facilitate training on information education community (IEC) monitoring guidelines for partners and NGOs.
- Support capacity building and updating of media personnel in order that the latter disseminate malaria messages effectively and widely to all sections of the nation.
- Facilitate the organization of intersectoral coordination workshops for malaria control.
- Facilitate regular meetings of the Malaria BCC Working Group and assist partners in implementing action points.
- Assist CNM's HE unit in publishing a quarterly newsletter dedicated to malaria and related issues.
- Provide technical support writes ups for CNM's website.
- Assist in technical reporting to the Global Fund, Ministry of Health and other relevant partners, and in dissemination of results to wider audiences.
- Perform other functions as assigned by the Director of CNM.
QUALIFICATIONS, EXPERIENCE AND SKILLS
Person Specifications:
The successful applicant should be a Cambodian National with the following qualifications, experience and skills:
Qualifications
o Masters Degree/Medical Doctor or equivalence in public health, education, social/behavioural sciences (Sociology, Anthropology, Psychology, Health Education), communication, behavior change and communication, or related field.
o Training in community planning, behaviour analysis, formative research, and evaluation of communication interventions.
Experience
- Minimum 5-8 years experience in health education or behaviour change communication or related field.
- Significant experience working in or consulting to the healthcare sector or significant donor funded programs, preferably at country program implementation level.
- Proven experience in development of IEC/BCC materials
- Experience in School Health Education, especially in designing training curricula and training manuals and IEC materials.
o Professional work experience in social development, preferably in the areas of participatory communication, communication planning, social mobilization, behaviour change and community empowerment, at the national level.
- Significant experience and high level of knowledge in Global Fund grant processes and systems.
o Background in malaria or communicable disease control
Technical and Interpersonal Skills
o Demonstrated ability to provide mentoring, training and capacity building to counterparts and small teams in BCC skills.
o Proven skills in communication, networking, advocacy and negotiation.
o Knowledge of current theories and practices in communication research, and the role of mass media.
o Demonstrated ability to design, edit and lay-out training courses and materials in print ready form
o Expertise in providing technical input on social science methods for monitoring and evaluation of BCC, including qualitative, formative and ethnographic research design and implementation
o Highly developed inter-personal skills with proven cultural and gender sensitivity and ability to work cooperatively with a range of stakeholders.
o Proven ability to effectively manage relationships with government officials, media representatives, and other implementation partners.
o Demonstrated effective team player.
o Ability to prepare proposals and reports and make oral presentations.
o Ability to research, analyze, evaluate and synthesize information.
o Knowledge of computer systems, internet navigation and various office applications, specifically interactive digital media and qualitative research software.
o Fluency in English and Khmer required
